โ What is LMIA?
LMIA = Labour Market Impact Assessment โ a Canadian government process that confirms a Canadian employer needs foreign workers because they can't find qualified local workers.
Think of it as official permission from Canada saying: "Yes, this employer genuinely needs to hire you." It gives you priority in the work permit process.
๐ฅ Who Needs LMIA?
You received a job offer from a Canadian employer
Via email, phone, or recruitment message
Your employer already applied for LMIA approval
They should have told you this, or you can ask them
You meet the job requirements
Education, experience, or skills they need
โฑ๏ธ The 4-Step Process
Total time: 3โ6 months from job offer to arrival in Canada
Employer gets LMIA approval
Your employer proves they need you. No cost to you.
โฑ๏ธ Takes 4โ8 weeks (employer's responsibility)
You apply for a work permit
Submit your documents + LMIA approval to Immigration Canada (IRCC).
๐ฐ Work permit fee: $255 CAD + other costs (see below)
IRCC reviews your case
They check your health exam, police check, and job eligibility.
โฑ๏ธ Decision in 2โ4 weeks (typical)
โ Approved! You get your work permit
Arrange travel and move to Canada to start your job.
๐ฐ What Will You Actually Pay?
Work permit application fee
$255 CAD
Medical exam (required)
$300โ$600 CAD (varies by country)
Police clearance certificate
Free to ~$100 CAD (varies by country)
Translation/notarization of documents
$100โ$300 CAD (if needed)
โ NEVER pay for:
- โข "LMIA application fee" to a recruiter
- โข "Visa processing fee" before employer is verified
- โข "Guarantee of job approval"
- โข Any upfront money to a recruiter (except maybe for legitimate services)
๐ฉ Red Flags โ Don't Proceed If:
Asking for upfront payment before you verify the employer
Lots of spelling/grammar errors in official emails
No company website or unclear address (Google it!)
Refusing to let you contact the employer directly
Pushing you to decide immediately ("Limited spots!")
Asking for personal documents (passport, ID) upfront
Vague about the actual job duties, location, or pay
โ What to Do Next
1. Verify the employer using LMIA Check
โ Go to Verify Offer2. Contact the employer directly
Call, email, or visit their website. Confirm the job offer is real and ask about LMIA status.
3. Contact your nearest Canadian embassy/consulate
Ask about work permit requirements for your specific job and country.
4. Consider hiring a licensed immigration consultant
Look for a Regulated Canadian Immigration Consultant (RCIC) in your country.

๐ 1-800-367-5693โ Common Questions
Is LMIA free or do I have to pay?โผ
The LMIA itself is free. Your employer applies for it at no cost. You only pay for your work permit application ($255 CAD) and supporting documents (medical exam, police clearance, translations). If anyone asks you to pay for the LMIA directly, that is a scam.
How long does the LMIA process take?โผ
The LMIA itself takes 4โ8 weeks for your employer to get approved (as of April 2026, they must advertise for 8 weeks). Your work permit takes another 2โ4 weeks to process. Total: 3โ6 months from job offer to work permit approval.
What if my employer says the LMIA is already approved?โผ
Ask to see proof. A legitimate LMIA approval is a government document (job letter from ESDC). If they refuse or only send you screenshots, be suspicious. Always verify the employer using LMIA Check before proceeding.
Can I work in Canada while my work permit is being processed?โผ
Only if you have an open work permit or if you're applying from within Canada. If you're outside Canada waiting for a decision, you cannot work legally until your work permit is approved. Do not start work early.
What's the difference between a work permit and an LMIA?โผ
LMIA = your employer's document proving Canada needs a foreign worker (applies to most people on work visas). Work Permit = your personal document allowing you to work in Canada. You need both. The LMIA comes first.
What should I do if I already paid someone for an LMIA?โผ
You have been scammed. Stop all communication with that person immediately. Report to ESDC: 1-800-367-5693. Contact a licensed immigration consultant (RCIC) or your embassy for next steps. Do not send more money.
๐ April 2026 Rule Changes
NewEffective April 1, 2026 โ applies to low-wage LMIA positions
| Change | Before Apr 1 | After Apr 1, 2026 |
|---|---|---|
| Advertising duration | 4 consecutive weeks | 8 consecutive weeks |
| Youth recruitment | No specific requirement | Mandatory (ages 15โ30) |
| Rural low-wage TFW cap | 10% of workforce | Up to 15% (temp, until Mar 2027) |
1. Advertising period doubled: 4 weeks โ 8 weeks
Employers must advertise low-wage positions for 8 consecutive weeks before submitting an LMIA โ the full 8 weeks must be completed first. If someone promises you a "fast LMIA" for a low-wage position in less time, that is a red flag.
2. Youth recruitment is now mandatory
Employers must prove they specifically targeted workers aged 15โ30 โ via the Job Bank youth section, youth job boards, colleges, or youth employment programs. This is in addition to existing requirements for Indigenous peoples, newcomers, persons with disabilities, and asylum seekers.
3. Rural low-wage cap raised temporarily: 10% โ 15%
Rural employers (outside census metropolitan areas) in participating provinces can employ up to 15% low-wage TFWs โ up from 10% โ until March 31, 2027. This requires a formal request from the province or territory and is not a blanket increase.
